On 5 February 2008, the government employees in Haryana, affiliated to the Sarv Karmachari Sangh, and the guest teachers of the state education department went on a one-day protest against the inactive attitude of the government in implementing many of their long-standing demands. The protestors, pressing for their demands such as filling up of the vacant posts in various departments, regularisation of part-time teachers and dropping the privatisation policy in the state-run departments, staged dharnas at the block- and tehsil-level towns and later submitted a memorandum to the
The memorandum, addressed to the chief minister, recollected the five futile talks held by the chief minister with the employees within the last three years and his assurances to address issues at the earliest. In spite of all the promises, no action had been taken to address these issues. On the other hand, the government is moving ahead with more discriminatory practices against the employees such as the denial of pension to new government employees and ending the benefit of ex gratia appointment of children of government employees, who died in service.
The protestors alleged that there are around one lakh posts lying vacant in various government departments, resulting in more pressure and burden on the existing employees. They said that the government prefers outsourcing jobs instead of filling up the vacancies in order to exploit the unemployed educated youngsters. The Sarv Karmachari Sangh pointed out that the contract system, implemented in almost every field, has affected public service institutions.
The guest teachers from various government schools protested against the termination of their teaching contracts and demanded that there should be continuance of their contract during the examination period as well.
The protestors also demanded the immediate scrapping of the new pension law, restoration of all withdrawn benefits, curbing of inflation and increasing the interest rate on general provident fund.
